SAVANNAH, Ga. – Rear Adm. Annie B. Andrews, commander, Navy Recruiting Command, delivered the commencement address to approximately 400 graduates at Savannah State University May 9. Among its many regressive measures, the budget includes evaluating teachers based on standardized test scores.
